A ranking of Britain's biggest technology employers changes depending on whether 'tech company' describes the employer's industry or the employee's occupation. Large banks, telecoms, retailers and consultancies can employ thousands of software, data and security professionals without being classified as technology companies.

BBR therefore distinguishes technology-sector employers from technology workforces inside other industries.

Pure technology companies are only part of the labour market

Global cloud, software and platform companies maintain significant UK offices, while domestic telecoms and fintech firms add large technical teams. But financial services and consulting also absorb substantial engineering and data talent.

For jobseekers and policymakers, occupational demand can therefore be more informative than the employer's sector label.

London dominates, but not every role is in London

London remains the deepest technology labour market, while Cambridge, Manchester, Bristol, Edinburgh and other centres have specialised strengths.

Remote and hybrid work also weaken the link between registered office and actual employee location.

Use employer counts carefully

Global headcount should never be presented as UK employment. BBR will use company disclosures and UK-specific figures where available, and label estimates or broader workforce numbers clearly.

That methodological discipline matters more than producing a superficially precise league table.
